Infomill was contracted by the China Light and Power Company (CL&P) to develop a strategy for co-ordinating and standardizing all the technical information required for power station operation and maintenance.
The Company
CL&P is owned by the Exxon Corporation and is a major power generator and distributor in Hong Kong. CL&P own and operate four power stations in Hong Kong which supply over 2 million commercial and domestic customers. These power stations are fuelled by coal, oil and natural gas.
The requirement
CL&P operates a mixture of old and new power stations that developed their operating and maintenance cultures specific to each plant in isolation. As a part of their policy and procedure standardization program, CL&P recognized the need to improve plant staff inter-changeability for the maintenance and safety workforces so that critical maintenance and safety regimes could be harmonized between the plants for greater accountability, information sharing, and efficiency.
The solution
The primary scope of Infomill’s assignment was to define a strategy for operating and maintenance technical information that would:

Organize information to corporate standards

Establish a Technical Information Authority to impose and police the processes and provide expertise and resources to implement the strategy and support its ongoing operation.

Develop processes to deliver information to users at their time of need with clear access and control.

Monitor and audit to ensure that all processes deliver the required expectations.

Determine the need for existing and/or new document management systems to meet the strategic objectives.

Infomill formulated an information strategy and implementation plan based on a survey of the needs of users and a review of the adequacy of the IT infrastructure.
The success
CL&P’s senior management fully endorsed Infomill’s findings and recommendations and the strategy was implemented by the Company. Implementation has led to improvements in information consistency and accuracy, and enhanced the efficiency of power station management. CL&P were able to carry out operations and maintenance work with fewer staff and with controlled and auditable information and standardized safety procedures.
